Carl Arthur Haugerud Jr., 93, of Scio, Oregon, died peacefully at his home on September 13, 2026. 

Carl was born on April 26, 1933, in Portland, Oregon, to Carl Arthur Haugerud Sr. and Lottie (Ulman) Haugerud. As a boy during World War II, when farm labor was scarce, he spent many weekends helping his grandfather on the family dairy farm in Scappoose, Oregon. He attained the rank of Eagle Scout in 1950 and graduated from Grant High School in Portland in 1951. 

Carl attended Whitman College in Walla Walla, Washington, earning a bachelor's degree in political science in 1955. While at Whitman, he met Carol Gwinn, who would become his wife and lifelong partner. They married in 1956 and shared 57 years together until Carol's death in 2013. 

After earning a master's degree in public administration from the University of Washington in 1957, Carl joined Oregon state government as a budget and management analyst. 

During his 21-year career in public service with the State of Oregon, Carl served in numerous administrative and leadership capacities under governors of both political parties. His work included the Oregon State Board of Control, the Special Schools Division, which oversaw the state's schools for deaf and blind students, and the Vocational Rehabilitation Division. Through his many assignments, he was supported by his loyal administrative assistant, Nita Olsen, who remained a close family friend. A careful steward of public resources, Carl was known throughout his life as a stickler for budgets. 

In 1971, Carl and Carol began a very different chapter of their lives when they moved their family to a farm near Scio. Over the years, they experimented with and raised brassica seed, alfalfa, wheat, and other crops. Carol became not only Carl's wife but also his essential farming and business partner. 

Carl's agricultural interests also extended to a wheat ranch in Washington, which he operated in close partnership with his son Nicholas. By assuming the day-to-day demands of the ranch, Nick made Carl's involvement possible and was essential to the farm's continuation. 

Carl was actively involved in agricultural and community organizations. He served as president of the Scio Lamb and Wool Fair and was a member of the Oregon Wheat Growers League, where he took a particular interest in legislative and research issues. He also served as a grower representative on Oregon State University's Seed Certification Committee and was a member of the East Salem Rotary Club.

Carl had many varied interests. He restored a Model T Ford using parts he sought out and salvaged from long-abandoned cars across Eastern Oregon. The family especially enjoyed outings in the Model T to Silver Creek Falls. Carl also loved hiking in the Central Oregon Cascades, with Canyon Creek Meadows holding a special place among his favorite destinations. He devoted considerable time to tracing his family history and genealogy and visited Norway and Switzerland. He was an avid student of history, particularly the history of the Pacific Northwest and the journals of Lewis and Clark. Maps held a special fascination for him throughout his life. A railway enthusiast, Carl had a deep interest in trains, steam locomotives, rail transportation systems, and the scenic journeys they provided. 

Carl had a strong will and a natural inclination to take charge. He was rarely without a project and knew how to enlist others to carry out his plans. As a longtime friend remembered, even when they were young, a day with Carl was never left to chance; Carl always had a plan for what they would do. 

Carl was preceded in death by his beloved wife, Carol Gwinn Haugerud, and his brother, Richard "Dick" Haugerud. He is survived by his children, Nicholas Haugerud of Colfax, Washington; Heidi Tyler and her husband, Tom Tyler, of Huntsville, Alabama; and Erik Haugerud of Lebanon, Oregon. 

A private graveside service will be held at Providence Cemetery in Scio, Oregon, on September 23, 2026, at 2:00 p.m. A celebration of Carl's life is planned for a later date.
